Proces SEA v souvislosti se záměrem na výstavbu vysokorychlostních tratí v ČR

THE PROCESS OF ASSESSING THE ENVIRONMENTAL IMPACT OF CONCEPTS (SEA) IN CONNECTION WITH THE PLAN TO BUILD A NATIONWIDE NETWORK OF HIGH-SPEEDRAILWAYS (VRT) IN THE CZECH REPUBLIC
The article deals with the process of assessing the environmental impact of concepts (SEA) in connection with the plan to build a nationwide network of high-speedrailways (VRT) in the Czech Republic. Specifically, it addresses the question of whether Czech administrative authorities can carry out the SEA process by dividing the framework for the nationwide HSR project into the spatial development policies of individual regions and assessing the environmental impacts of the HSR corridors only within the limited territory of individual regions (when the assessment of impacts from schematically defined corridors for HSR in spatial development policy is vague). The author concludes that this is a case of legally inadmissible salami slicing, which is contrary to the European SEA Directive and renders the SEA process meaningless.
